The clue for this cache is "on top of rail" and they really mean it. The cache was on top of this plaque about 7 feet off the ground so you could see the top but you could reach up there.
This was the first time Frank had found one of these types of nano cache. When I pulled out the log and looked at it they really are pretty cool.
